Pittman Consulting Group was established in 2011 with a simple mission: deliver mission-ready federal staffing and program management with the discipline that high-stakes work demands. Today, PCG supports federal customers across the nation’s most critical health, preparedness, and defense missions — from HHS/ASPR’s pharmaceutical supply chain resilience program to medical staffing at military medical centers. As Managing Venturer of GCA Partners, LLC, our SBA-approved small business joint venture, we hold OASIS+ Small Business and OASIS+ WOSB multi-agency IDIQ vehicles, giving federal customers a direct path to qualified, vetted talent at the task order level.

Shonia Roach

Mrs. Roach’s management experience spans more than 20 years. She served as a Corporate Business Manager for Bank of America for many years, where she was responsible for the oversight and the task of transforming banks across all regions to help them adapt and prepare their business for market changes shaped by evolving technology and changing regulations. She was responsible for all aspects of the projects including hiring, supervision, and overall management of projects.

In addition, she served as the Director of Operations for both Privé Atlanta and JayCee Development. In 2010, Mrs. Roach stepped out on faith as a sole proprietor and took on her first solo project. Through word of mouth, satisfied customers referred her to others, thus ensuring that the right decision was made. She converted the company into an limited liability corporation in 2015, became SBA 8(a) certified, and recently became Economically Disadvantaged Woman Owned Small Business and HUBZone certified.

Nichole Evans serves as Director of Operations & Contracts at Pittman Consulting Group, with company-wide responsibility for federal contract program management, proposal development, capture management, and HR/recruiting. She also serves as Contractor Program Manager and Transition Manager for GCA Partners, LLC — PCG’s SBA-approved small business joint venture — providing direct operational leadership across HHS/ASPR task orders, including the Industrial Base Monitoring & Support Contract (IBMSC).

With 29 years of federal contracting experience dating to 1995, Nichole brings sustained expertise across SBA regulations, FAR/DFARS compliance, IDIQ and task order structures, and HHS/ASPR-specific contracting vehicles. Her career has spanned proposal management, capture, contract administration, business development, and federal program operations under both traditional and Agile/Scrum delivery methodologies — most recently leading delivery on the OASIS+ Small Business and OASIS+ WOSB vehicles.

A Certified Scrum Master (CSM), Nichole holds an MBA from the University of Phoenix and a Bachelor of Arts in English from The George Washington University.
